WORK PACKAGES

WORK PACKAGE 1: PREPARATION

Title: Study and needs analysis of local libraries and scientific research resources.

Description:

This work package will provide effective management of the project during the preparatory phase in order to facilitate the interactions among partners and to guarantee that each WP’s activity, task and deliverable will progress smoothly toward the final goal of the project. UCAS coordinates the project and will ensure efficient management of the project.

This work package will let allow partners to evaluate the currents status of their own libraries and research centres and to identify the students and staff need. Meanwhile, the EU partners will help implement a questionnaire that surveys the current status of the local digital libraries and research outcome distributions and services.

This WP will effectively involve non-partner institutions to follow up the project and be able to contribute with recommendations and to evaluate the results. This will help create a working environment towards building the national consortium.

At the end of this preparation work package, a workshop (WS) will be organized in order to collect all the current situations of all local partners and to analyse the questionnaire results. This WS will guide us on the next work packages.

 

WORK PACKAGE 2: DEVELOPMENT

Title: Legal study of current rules, regulations, and articles for digital library services and scientific research services.

Description:

Since this project aims at publishing online portals, it keeps in mind all the copyright issues that are related to the PI and electronic publishing. Hence, this work package is more related to legal issues.

The EU partners lead this work package and will provide the local partners with the required technical and legal expertise, in order to survey and review the current articles and rules that are related to the project scope. This process is very important in order to reform the current national and international policies in Palestine as noticed on WP8 as a major exploitation of this project.

 

 

WORK PACKAGE 3: DEVELOPMENT

Title: Librarians, academicians, and researchers’ capacity building

Description:

WP1 and WP2 specify the training programs that help put the staff on the envisaged objectives that serve the purposes of the project. Hence, this work package WP3 is dedicated for training the local universities staffs in subjects that are related to forming e-libraries and scientific research database.

 

Therefore, two modules in each specified topic will be implemented. The main purpose of this training (Training in Europe (TE)) is to acquire the knowledge and the skills and make them transferable (Transferred training (TT)) to other local library staff and university staff.

 

At the end of this WP, a workshop (WS) will be organized to evaluate the specialized training missions and local training sessions. This will help to define procedures for the development of portals and to reform the national-wise policies.

 

 

WORK PACKAGE4: DEVELOPMENT

Title: Building digital library portal

Description:

Based on the output of WP2 and WP3, this work package will be dedicated to process of the e-library portal development. The (analysis, design, implementation, testing and enrich the system with the data) phases of the development process will be undertaken by the hired developing team:

By finishing this WP, two main outputs are identified: the portal system and the system interface that allows other local institutions to join the portal. A workshop WS4 that evaluates the services provided by the portal will be evaluated. the EU partners will have the responsibility to monitor the developing processes.

 

 

WORK PACKAGE 5: DEVELOPMENT

Title: Building scientific research portal

Description:

Based on the output of WP2 and WP3, this work package will be dedicated to process of the scientific research portal development. As a reminder this portal will provide a database for Palestinian researchers that includes their research outcomes. The (analysis, design, implementation, testing and enrich the system with the data) phases of the development process will be undertaken by the hired developing team:

By finishing this WP, two main outputs are identified: the portal system and the system interface that allows other local institutions to join the portal. A workshop WS5 that evaluate the services provided by the portal will be evaluated. the EU partners will have the responsibility to monitor the developing processes.

In addition, in this work package, each local university deploys the new e-library workspace for the student in order to facilitate the availability of the provided services. In total, 4 new e-library workspaces are deployed each serve 20 students.

 

 

WORK PACKAGE 6: DEVELOPMENT

Title: Portals are open-to-join

Description:

This work package is to promote the portal as a national portal and to ask five more local universities and e-libraries to join the portal.

 

The local partners are ready to use the portals and will ask five universities and libraries from the community that is created on WP1. A great effort from the associate partners to announce the portals as an accredited portal for Palestinians e-libraries and scientific research results.

 

At the beginning of this work package, the implemented interfaces that allow other local organizations to join the portals will be demonstrated to the technical staff of the elected organizations to make sure that they are ready for joining from technical point of view. EU partners will monitor this package in order to ensure the expansion of the portals.  At the end of this WP6, a workshop will be held to evaluate the hole project and the development work packages.

 

 

WORK PACKAGE 7: DISSEMINATION & EXPLOITATION

Title: Project dissemination and exploitation plan

Description:

The dissemination task is a fundamental part of the project. It can be seen in the description, work packages and management that many of dissemination activities are built into the project structure. Workshops, training, public presentations and website, will greatly contribute to the dissemination of the project results and outputs. Taking into account this during the project execution, the dissemination process will develop in two directions. The first is the information about project execution to attract attention and to create a positive image of the project impact in the field of ground vehicles education. The second is the dissemination of the teaching/training results obtained within the project framework in order to create special methodological solution. This way of dissemination is important and useful taking into account the intensive accumulation of experience, which will be reflected in the state-of-the-art teaching materials and methods. This will raise the awareness among the university environment at large.

 

-              The exploitations plan of the project results are:

-              immediate access of the online resources, i.e. e-items and the research articles, by the students and the staff of all participated organizations.

-              immediate research network building for national-wise researchers.

-              promotion for the Palestinians research outcomes and results.

-              Brining attentions to the local official bodies of the project importance.

-              Brining international attraction to index the Palestinian researchers and their research

 

 

WORK PACKAGE 8: QUALITY PLAN

Title: Quality Plan

Description:

For the quality control of the project activities and results, a multi aspect strategy will be used. It allows measuring and interpreting the obtained results directly. The quality control and monitoring will be carried out by all the concerned parties through internal and external analysis of results, progress, achievements, feedback, reports. The adopted strategy will include:

- The Steering Committee will conduct an internal evaluation of the project activities and progress toward achieving the project objectives. It will meet during the project main events and will be briefed by the management responsible. This modality will allow the Steering Committee to suggest making improvements and changes in the project management.

- Internal quality control will also include:

a) Staff members of the consortium feedback, peer reviews of the most relevant project results, acknowledgement of the outcomes, advancement of knowledge, and use of equipment.

b) Students and professional trainees will be motivated to evaluate the pilot training tests and related improvements.

c) Public feedback about the dissemination process will provide an objective measure of quality control. The discussions of progress reports in open and public workshops will provide a quality control to project products and results.

- Monitoring the development of the portals by an external expert. he will be invited to the workshops and public events.

 

 

WORK PACKAGE 9: MANAGEMENT

Title: Project Management

Description:

Within WP9, the applicant (UCAS) will handle the whole project management and financial administration with the constant support of other beneficiary institutions.

IUG as the coordinator will participate in the overall project management, financial management, regular communication with all partners, and monitoring of project activities. UCAS will be responsible for reporting to Erasmus+ and accounting.

Kick-off meeting will be organized at the beginning of the project at the premises of the project applicant in order to establish project management procedures, quality assurance procedures and general sustainability and dissemination policies.

 

The adopted management plan is based on properly defined roles and responsibilities. For this purpose, a Steering Committee (SC) will be created in the kick-off meeting and will consist of representatives that have the required skills and experience from all partner universities. The SC will define the rules and procedures for the project management, and will be responsible to follow how the project targets and objectives are fulfilled. Also, the SC will adopt voting of all its members for any decisions to be made and possible conflicts to be resolved.

 

UCAS will have the chair position in the SC. In this position there will be the project idea man Dr Ahmed Aldahdooh. The SC will delegate to individuals, groups of persons or sub-committees the responsibility for executing or monitoring specific tasks that correspond to one or a set of activities described in the project. For each task, a document detailing the purpose, the expected results, the method or procedures, and the necessary resources should be produced taking into account the descriptions of the activities presented in this form. Partner universities will locally launch, manage and monitor activities in their countries.
